Repeat Offender Freed 14 Times — Then Brutally Murders a Young Woman Seeking Safety in America. This Is the Open Society Playbook in Action.

She came to America seeking safety.
Iryna Zarutska, a 23-year-old Ukrainian refugee who fled war in her homeland, was brutally stabbed to death on a Charlotte light rail train. The man accused of her murder had 14 prior violent offenses. Court records show he was competent enough to receive welfare, public housing, EBT benefits, free public transit — and to acquire the weapon that ended her life.
Yet after allegedly slicing her throat and reportedly bragging about killing “that white girl,” his defense now claims he is incompetent to face the death penalty.
Commentator Benny Johnson captured the outrage felt by millions:
“This animal was ‘competent’ enough to vote… competent enough to get welfare… competent enough to acquire a murder weapon… But now that he’s facing the death penalty he’s miraculously ‘incompetent’…”
A Moment of National Shame
During the State of the Union address, with Iryna’s grieving parents seated in the gallery, the President honored their daughter’s memory and called for justice and accountability. Many Democrats remained seated, refusing to stand or show any support — an image that stunned the nation and revealed how deeply partisan some have become, even when confronted with the brutal murder of a young refugee who came to America for safety.
This is not an isolated tragedy. It is the predictable, heartbreaking result of a deliberate, well-funded policy shift that has cost innocent lives across America.
The Money Behind the Policy — Soros-Backed DA Elections
This was not an accident of policy. It was a coordinated strategy.
Over the past decade, George Soros and the Open Society Foundations have spent at least $50 million to elect “social justice” prosecutors across the United States. These funds — often channeled through political action committees and aligned organizations — helped install district attorneys in major cities who ran on platforms of reduced prosecutions, eliminated cash bail, and lighter sentences for repeat offenders.
Key examples include:
Larry Krasner in Philadelphia — received $1.7 million from Soros-funded groups (90% of his campaign cash in one race). Violent crime and repeat-offender releases surged under his tenure.
Chesa Boudin in San Francisco — backed by Soros-aligned PACs; later recalled by voters after a wave of smash-and-grab thefts and repeat-offender crimes.
Marilyn Mosby in Baltimore — Soros-supported; the city averaged over 300 homicides per year for nearly a decade while repeat violent offenders were routinely released.
George Gascón in Los Angeles and others in Chicago, St. Louis, and Boston followed similar paths, often with documented rises in violent crime and public backlash.
In city after city, these Soros-backed prosecutors implemented the same playbook — and the results were tragically predictable.
Similar Cases Nationwide
Tragically, Charlotte is not unique. Similar stories have played out in cities that embraced the same policies, with high-profile murders committed by repeat offenders who should never have been on the streets.
Sanctuary City Policies — The Other Side of the Same Coin
The same ideological network has also pushed sanctuary city policies that refuse to cooperate with federal immigration enforcement. These policies have produced parallel tragedies:
Criminal illegal immigrants with lengthy records are often released back into communities instead of being turned over to ICE, even when detainers are issued.
High-profile cases across the country have shown repeat offenders — including those previously deported — committing new violent crimes against American citizens after local authorities declined to honor federal holds.
The result is the same deadly pattern: ideology over public safety, with innocent Americans paying the price.
Sanctuary policies and Soros-backed criminal justice “reform” are two sides of the same coin — both prioritize non-citizens and repeat offenders over the safety of American families.
International Reform Failures — Lessons the U.S. Must Heed
This experiment is not uniquely American. Countries that adopted similar lenient approaches have paid a heavy price and are now reversing course:
In the United Kingdom, decades of soft-on-crime policies produced massive court backlogs and rising recalls of repeat offenders to prison. Public confidence in policing has fallen to historic lows.
In Canada, high-profile crimes by repeat violent offenders released under lenient bail rules sparked a national backlash, with leaders now campaigning on “three-strikes” laws.
Across parts of Europe, nations that reduced incarceration saw spikes in certain violent crimes and have begun tightening policies after public outrage.
The pattern is consistent: wherever the Open Society model of reduced accountability was implemented, crime and public fear increased — until voters and leaders reversed course.

It is madness. An open society without guardrails does not create freedom. It creates chaos. And the victims are almost always the innocent and the powerless. The world has already run this experiment. The results are written in blood. America still has time to choose a different path.
